When using frames, if you don't set one of the frames as "master frame" (this usually happens by default; see PDF manual for more info about the "master" frame), the internal optimizer kills the "popup" javascript and causes this error.
 
 
*Simple solution*: just set the frame that links to the popup as "master" frame. To do this, use  
"Format >Advanced frame set manager", then click the selected frame and, on the left, check the "master" radio button.
 
Then verify that this frame is the only "master" frame (click the other frames and verify that "master" is not selected for them).
 
Then press "Ok".
 
Now you will notice that the frame content is changed. Maybe it is empty. Browse the  
hypertext with CTRL + and CTRL - until you find the previous frame content. Then copy and paste this content to the new master frame.
 
 
To always use a "master frame" is a good design practize. The "master frame" is the  
only frame shown on certain palmtop and on TV set top box, and also the one indexed by search engines.
