A forum (like this one) is a program that resides on the server.
Usually your host already has a pre-installed forum that you can activate within your so called "Control Panel"... ask them.
Then you may link the forum from your EasyWebEditor / 1SITE pages, just like we do (actually we installed the forum within a separate server for technical and space reasons, but this is not an issue). Example you select a text e.g. "click here to see the forum", you use "Insert >Link", click the 3rd tab, press Add+, then you type the forum URL such as http://www.easywebeditor.com/forum/ then OK and you are done.
