controlling image size - export

I've imported a word doc/pdf into robo author and it had images set at 300 dpi. I've resized (shrunk) the images to appear 450 px wide. When I export, the images grow back to their original size ~ roughly 3x bigger than they should be displayed. I'm familiar with the image properties window and the resizing option. Why is this happening and how do you fix it?

When the export / save is to CHM you shouldn't experience problems. Anyway, if you don't want to waste bytes, in order to actually resize an image, you should keep it at 100% within PaperKiller, and do an actual resample externally (the % or size setting of the image properties dialog do touch only how the image is shown, without touching the actual image) To do a hard resize, right click the image, choose "Edit", then resample it within your graphic program.
